Executive Vice President, General Counsel & Secretary

As the executive vice president, general counsel & board secretary for the 9/11 Memorial & Museum, Noelle Lilien is responsible for overseeing the legal affairs of the organization, corporate governance, and risk management. Prior to joining the organization, as an associate in private practice, Lilien represented prominent firms in matters relating to the design and construction of major office and residential buildings, museums, educational institutions, and other public buildings.

Lilien has served on Manhattan’s Community Board 6 and has been a member of the Association of the Bar of the City of New York. Lilien contributed to Building Security: Handbook for Architectural Planning and Design, published by McGraw Hill in 2004.

Lilien earned her JD from St. Johns University School of Law, where she served as an editor of the Journal of Legal Commentary, and her bachelor's degree from SUNY Albany. Lilien has been with the organization since 2007.
